At precisely the time when the leaders of the Nepali Congress, smarting from its shock defeat in the November 15 parliamentary polls, have begun to thump their chests about causing the downfall of the minority UML government, SCOPE, a NGO staffed with well-known pro-Congress activity-cum-intellectuals, organized a half-day seminar on Article 42 of the Constitution. Indeed, three days before the start of the Nepali Congress’ much vaunted Maha Samiti meeting in Pokhara – du-scribed as opening a new chapter in its political history, SCOPE organized a seminar at a Kathmandu hotel where an effort was clearly made to peddle a line of argument similar to that which Congress chief Krishna Prasad Bhattarai voiced as far back as December 2, 1994, or less than a week after the installation of the UML government.
