His Majesty King Birendra in his inaugural address to a SAARC law conference in Kathmandu the other day meaningfully declared: “An independent judiciary, a socially committed responsible legal professional, and political culture and administrative ethos sensitive to the rule of law are fundamental to enable our people to live a life with dignity as respectable members of a just society. Just four months or so ago, the Nepalese monarch addressing another international legal conference had stressed one other vital aspect of modern democracies: the importance of ensuring absolute fairness in elections of people’s representative.
