Quest for a sustainable democracy originated in Nepali soil

The former Maoist leaders who are presently in the mainstream politics observed 13 February as the 26th “people’s war” day with pride. They recalled the startup of the “people’s war” as a historical movement which has brought a revolutionary political change in the country. In that “people’s war” above seventeen thousand (some even claim that the total death was 18500) innocent people were killed in one decade long insurgency in the country. Around ten thousand people became disable and spending a very terrible life. So far, a small group in the leaderships of the “people’s war” are enjoying the power and their lifestyle has been transformed tremendously, the rest of the people who fought the “war” as more frontline have been neglected today.

Notably, the “people’s war” not only claimed the life of above seventeen thousand people but pushed the country about fifty years behind on development as many of the infrastructural projects were destroyed in the name of “destroying the old regime”.

The serious part of the “people’s war” was that it was initiated through a foreign conspiracy, clearly, it was solely sponsored by the Indian intelligence and westerners, which is not hidden today.

Out of the 10 years of the “people’s war” the main commander-duo were safely sheltered in Noida, Delhi under the Indian security.

The decade long bloody war could not be decisive as the Maoists were unable to capture even a single village or ward. The Maoists were based on the “hit and run” tactics and was unable to defeat the Nepali security force. When the Indians saw a situation alike in Sri Lanka – massively abolition of the LTTE, India sponsored armed force – they invited the leaders of the then seven Nepali parliamentarian parties in Delhi following the inking of the 12-point agreement drafted by the RAW and South Block officials. Not to forget, the westerners too had joined the Indian mission.

Under the base of the 12-point agreement inked in Delhi, later Nepal was declared a secular, federal republic, which was against the aspiration of the Nepali citizens. Since 2006, those leaders in the front under the 12-point agreement are in power turn by turn. The present political system has been introduced to make weak Nepal on all sides. The constitution introduced in 2015 was not drafted as per the inspiration of the Nepali citizens, moreover, it has become the document of confusion and controversy. Even the new establishment in India is not satisfied with the present constitution. The constitution is non-functional and also is not in the greater interests of sovereign and independent Nepal. Therefore, the demise of the constitution is obvious.

The worry is that the very people who had drafted the constitution in foreigners’ interests are the main political actors today. Last week, Pushpakamal Dahal Prachanda officially asked for the foreign support to succeed in the ongoing agitation launched against Prime Minister KP Sharma Oli. When we openly invite foreign intervention just to serve our pity interests, it is very serious and harmful.

Everybody is aware that the battle between the Oli faction and Dahal-Nepal faction in the Nepal Communist Party is not an ideological war but a war for sharing power. Power greedy Pushpakamal Dahal and Madhav Nepal developed a joint front to topple down KP Sharma Oli, that’s all. When the prolonged tussle for power took a new twist along with the dissolution of the House of Representatives, the Dahal-Nepal faction saw it as an act of regression. They are saying that this is a counter-revolution aimed at ending the achievements of the 2006 people’s movement. In fact, what they did except empowering their daughter and daughters-in-law? Did they remember the former PLAs who are spending a difficult life, did they remember the widows and orphans who lost their patron in the bloody war?

Notably, addressing an assembly of the former PLAs and victims of war, Top Bahadur Rayamajhi, Minister for Water Resources, has alleged Dahal for manipulating 19 billion rupees allotted for the PLAs. Rayamajhi revealed that there were only 19 thousand PLAs and by producing a fake list of 34 thousand PLAs, the then Maoist Center had received an additional amount of 15 thousand PLAs which comes to 19 billion rupees. Furthermore, Dahal had also received a sum of amount to distribute to the YCL under the party. Rayamajhi said that time will come to ask him about the manipulation!

The other chairman of NCP, Madhav Nepal is alleged for being involved in the manipulation of billions of rupees worth Lalita Niwas land scam. As the chairman duo of the NCP Dahal-Nepal faction is involved in corruption, they are worried about opening of the file by the Oli government. We cannot say that Oli is clean but he may open corruption files against Dahal and Nepal.

Be that as it may, corruption has become a serious disease and we need a strong body to investigate corruption to clean the political garbage. Besides, as it has already been proved that the present political system brought by the mercenaries doesn’t suit Nepal, therefore, there is the urgent need to draft a new sustainable constitution originated in our own soil!
