    The government announced a sudden holiday paying tribute to ex-Speaker the late Damannath Dhungana, at around 11 am on Monday. All the government service holders had already reached their offices and later returned home after they received the government notice.

    There are many ways to pay tribute to the departed souls. However, in Nepal, announcing a public holiday is considered the greatest tribute to those who die.

    Maybe, Nepal is listed in the last row among the countries in international records, yet, it is the No 1 country enjoying public holidays. The number of holidays has increased enormously after the country was declared a federal secular republic. Perhaps, this is an indication that Nepal under the present political system cannot become prosperous.

    Paying tax for why?

    On every footstep, we are compelled to pay tax. Taxation in Nepal after the introduction of the federal structures has become very high. Due to the heavy taxation, the country is witnessing a unique recession.

    In other countries, people pay taxes and the government provides different facilities to the citizens. However, in Nepal, we pay taxes just to manage salaries and allowances for the people’s representatives. Moreover, the people’s representatives and bureaucrats make additional money through corruption. In such a way, the taxpayer’s money is being misused. The political leaders becoming rich overnight, whereas, the general public is becoming poor day by day.

    Why we are paying tax if it is misused, is a burning question raised by some experts, nevertheless, many of them have remained silent as they are associated with different political parties. This Babbler believes the time has come to protest against heavy taxation. Do you also agree?

    Some documents of the Smart Axiata in Cambodia have become viral on social networks. It is reported that Oli has invested 32.5 billion Nepali rupees in this company. Durga Prasain has challenged that Oli has illegally invested such a big amount in a company in Cambodia.

    Personally, Oli is a strong critic of corruption but from where he got such a big amount to invest in a foreign company, it is a serious question. To remain silent on such a serious issue is not ethical for a sitting Prime Minister of the country. Oli must clarify against such blame.

    Prasain has been arrested on the charge of producing fake document against the sitting Prime Minister. Details about the investigation should be made public by the Central Bureau of Investigation under the Nepal Police.

Now, those republicans impeached Chief Justice Sushila Karki when they felt uncomfortable in doing illegal work.     Against the rules and regulations of the country, the cabinet meeting held on November 10 has decided to give an order for resuming electricity supply to the industries denying paying electricity bills used through an agreement under the dedicated and trunk lines.

    Earlier, Prime Minister K.P. Sharma Oli had given oral order to Kulman Ghising, managing director of the Nepal Electricity Authority. When he asked for a written letter, from the government, the Minister for Energy and Water Resources, Deepak Khadka, denied giving a written letter. Now, the proposal has been endorsed by the cabinet meeting to escape any possible investigation on abuse of authority in future.

    The NEA source says that the nation is going to lose seven billion rupees worth of revenue from the government’s decision.

    Unfortunately, the general public is compelled to pay 25% of interest if delayed paying the electricity bill and after a certain time, the people face electricity cutoff but the industrialists get special favor from the “socialist” government!

    Maybe, this is a deal done between the industrialists and the political parties in the government under the table!

    Gentleman agreement for Balkrishna Khand?

    Former home minister Balkrishna Khand was released on bail from an order of the High Court. The case is on but NC President Sher Bahadur Deuba has used his power to make weak the case against Khand. Khand was arrested on the charge of being involved in sending Nepali nationals covered under the Bhutanese refugees to the USA. However, it is said that a gentleman agreement has been made among the political leaders to close their eyes on such mal-governance and corruption cases in which influential leaders are involved.

    It is said that if all files related to corruption and abuse of authority are opened, 90% of leaders will face corruption charges.

    PKD’s American model

    Nowadays, Maoist Center Chairman Pushpakamal is describing the beauty of the American system. The present model of the political system written by foreigners has failed in Nepal. Dahal himself believes, the political system has failed and he is going to carry the new agenda of a directly elected president prohibiting MPs from becoming ministers. Dahal has argued that such a modality would end corruption in the country. Maybe, Dahal is unaware that the American Presidential candidate is selected from a certain race of people and supported by the business tycoons. Others get no entry. Even the female leadership has been discarded in the American politics. Moreover, Dahal seems unaware of how much funds were collected by the presidential candidates! Furthermore, due to the presidential election, America has been divided into two parts. It may cause a serious situation in the USA.

    In a Nepal-like country, a directly elected president could be more harmful as foreign powers invest in them and once a foreign candidate is elected, the person will serve the foreign powers rather than the Nepalis. Accordingly, the elected president can become an autocrat and kill democracy forever, mind it.

Conducting an investigation against such a powerful leader is a good beginning. Nepali Congress Vice President Dhanraj Gurung and UML leader and chair of the Public Account Committee in the Parliament are also involved in the cooperatives fraud cases. Will the Police arrest them and conduct an investigation, let’s wait and see.

    Big heart of Min Bahadur Gurung

    How much money has the Bhatbhateni Super Market earned that its owner holds the capacity to donate ten ropanis and 14 annas of land and also a well-equipped UML headquarters?

    Does it belong to moral ethics for the UML leaders to accept billions of rupees worth of grants from a controversial businessman?

    Not a surprise that politics has become a business without investment. Every political leader collects donations when they contest elections and once they are elected, they carry files handed over by the businessmen and roam around concerned leaders and ministries to accomplish the job assigned by the businessmen. However, it was a secret deal that both sides, the businessmen and political leaders, never disclosed how much donation was provided or received by them. Nevertheless, the UML decided to accept donations in public, perhaps, the party is maintaining transparency.

    We could appreciate Min Bahadur Gurung if he had donated to schools and hospitals but we cannot appreciate his donation to a political party involved in many corruption scandals.

    Neighbor like India

    Reports state that India has created hurdles in importing Nepali cement and clinker. Sometimes, India stops importing Nepali tea, sometimes cardamom and sometimes ginger.

    According to the business sources, some big Indian dairy industries are eying on the Nepal market for their products and to get entry, the Indian government has created obstacles in imports from Nepal.

    Nepal is demanding new air routes but India has not granted permission. Understandably, India wants to suppress Nepal and if the Nepali economy turns weak, it will be easy to achieve its goals. Our economists, business analysts, planning commission members and political leaders should understand the Indian strategy and develop strategic plans to improve Nepal’s economy.

    We are making big talks about exporting electricity to India but we are not sure when the Indians stop importing Nepali electricity for some big bargaining. Be alert on time!

    Acting Prime Minister?

    A prime minister is an elected person who should take the oath of office and secrecy from the head of the nation. The prime minister should be elected from the House of Representatives.

    If the prime minister is absent, the senior minister gets permission from the head of the nation to look after the day-to-day affairs. He is not an acting prime minister but a minister looking after the PM’s portfolio for the time being.

    Accordingly, in Nepal, journalists are found using the word acting ambassador. In fact, an ambassador assumes office as the representative of his country only after presenting a letter of credence. Sometimes, a charge d’affaires will also look after the ambassador’s works but he is not decorated with the title “acting ambassador” but he is called the charge d’affaires a.i.

    Will our journalists mind these terms?

    Don’t encroach rivers

    We must take the lesson from the recent devastating floods and landslides nationwide. The Kathmanduites should take the lesson that they should not encroach rivers. Rivers find their ways themselves. When ways are blocked, they become wild. The same happened on Saturday in the Valley.

    Our development-friendly political leaders are constructing roads to their villages. It is okay but there should be a scientific alignment conducted by experienced engineers on the possible impact including the possibility of landslides. The practice of operating bulldozers randomly in the name of development should be stopped. Otherwise, we will suffer a lot in the days to come. The message is stop challenging nature.

    Squatters at the river bank

    Squatters are created by the political system. Different political parties have used squatters as their vote bank, therefore, they are allowed to occupy land around the river banks. In fact, all of them are not real squatters. They have property elsewhere and their kids are doing well in foreign countries. Still, they are occupying the public land just to get facilities and free land from the government. If the government doesn’t take effective measures to end the squatters, it will be a permanent problem for the nation.

    Always, the political parties are thinking about distributing the government land to those so-called squatters. How long does the government distribute the land free of cost?

    Believe in nature, those so-called squatters occupying public land at the river banks have been punished as their unauthorized settlements are swept away by floods.

    Journalists are considered to be the watchdog of all kinds of wrong deeds. Journalists are thus qualified as the fifth column as they provide critical suggestions to the government. The government can correct its mistakes from an independent journalist’s report.

    Unfortunately, in the Nepali democracy, such a definition doesn’t work. There is a scarcity of independent journalists as virtually all journalists are affiliated with different political parties. It is interesting to note that the Federation of Nepalese Journalists was unable to hold its periodical election this time. Time and again, the elections have been postponed and one after another captains of the Federation are quitting the post as they failed to hold elections.

    The reason is that the major political parties want to capture the Federation. It is blamed that journalists belonging to major political parties, to capture the Federation, have given membership to those political workers who are not journalists by profession. As the issue of journalists’ membership has not been resolved, the elections of the umbrella organization of journalists have been affected.

    Pandora’s Box

    The two supreme leaders in the government, Prime Minister K.P. Sharma Oli and Nepali Congress president Sher Bahadur Deuba are willing to amend the constitution. They are influenced by the idea of a two-party system by sidelining small political parties. They plan to increase the threshold from the present 3 percent of the total votes to 10 percent. If this happens, the NC and UML may ensure the ten percent threshold but it may be difficult for the Maoist Center.

    Be that as it may, it would be an attempt to open the Pandora’s box. If Pandora’s box is opened, perhaps, a new people’s movement would start.

    To note, amendment of the constitution is not enough to correct the present political system. There is a need for an overhaul of the constitution. Otherwise, many Durga Prasain will appear in days to come and it would be difficult for the leaders to stay in Nepal. Their destination will be India like Sheikh Hasina of Bangladesh.

    Directly elected President?

    The Maoist Center is again lauding the agenda of a directly elected president to end corruption and political instability. Maoist supremo Pushpakamal Dahal has started to laude this agenda again.

    The idea sounds very attractive but in a Nepal-like country, where the voters are not educated and are ready to vote just for one plate of rice with meat, can we choose the right person for the post?

    Obviously, foreign powers will start to gamble on the presidential post to elect their puppet in the post of chief executive. In such a situation, we may get a foreign agent rather than a Nepal-loving president.

    Heating the streets

    It seems the streets are going to be heated day by day. We cannot say, whether all those in the streets are right but we know, the street is going to be heated.

    Yesteryears, those India-sponsored political activists were heating the streets but now, we don’t see any Indian sponsorship in such street agitation. Surely, frustrated youths from the present foreign-sponsored political system are trying to heat the streets.

    When the Maoist Center decided to obstruct the House meeting, the government ended the House session. We have a 275-member Federal House of Representatives plus a 59-member National Assembly. There are many impending works including important bills to be formulated and approved by the House of Representatives. The House blames the government for not giving the job to Parliament. The government always tries to escape the House. The job of the MPs is to follow the party’s direction and the duty of the MPs in opposition parties has become to obstruct the House meetings. The members have no right to go against the party’s decision. Considering the activities of the government and also the House of Representatives, we don’t need such a big parliament by spending salaries, allowances and many other facilities from the government treasury.

    Furthermore, the province councils in the seven provinces have become the factory for producing ministers. The provinces and district coordination committees have become parasites of the present federalism.

    Those communists believe that a parliament is a shop selling dog meat displaying a goat’s head. This comes true in the Nepali circumstance.

    Why our scholars, intellectuals and academicians have remained silent on the misuse of the state treasury, is astonishing.

    Thinking about a better Nepal

    We cannot think of a better Nepal from the present-day leaders. The first priority they have is to earn money for themselves and the second priority is to give political assignment to their sycophants and party workers. They never give priority to the common people.

    In India, a popular saying was that West Bengal would never become prosperous under communist rule. The communist mantra was that the poor people were the voters of the communist party. If those poor people become rich, they will not vote for the communist party. Therefore, always keeping poor to the poor people was the communist mantra in West Bengal, India.

    In our constitution, almost on every page, “socialism” is mentioned. But in practice, we don’t find socialism anywhere.  We must throw away this political system for a better Nepal.

    An odd reality

    The share market is continuously declining. Commercial banks are continuously reducing bank interest rates, yet, they are holding excessive deposits. When there is no demand for loans, banks are compelled to keep deposits without investment. The Nepal Rastra Bank is continuously pulling deposits from commercial banks to maintain a balance on the money supply in the market. Even though, the finance minister is claiming that the economy of the country is taking a proper course and improving! What a surprise!

    “People’s Library”

    This Babbler saw a video clipping of Indira Dali, who talked about the library inside the Prime Minister’s official residence. The library is named, “People’s Library”.

    Dali expressed her surprise that who are the people to get the opportunity to use the library inside the PM’s residence? The PM’s secretariat has requested to send books to the library there.

    Dali has remarked that people are demanding to establish a library at Jamal, a hub in the city. If a library were established in Jamal, a large number of people would benefit.

    She objected to the name of the library, “People” with a big surprise.

    In the past, the Darkhane event was taking place on the eve of the Teej fasting but presently, it starts from one month earlier. The celebration is taking place at banquets. We can see how the families are making the festival expensive. Moreover, the ward committees have started to organize the Darkhane festival from the budget they receive. It is a misuse of government funds. If such misuse is controlled, the nation could save some funds which could be used in development projects. When the people’s representatives are attracted towards such unproductive expenditure, what can we hope from them?

    Minister for Culture, Tourism and Civil Aviation, Badri Pandey, saw the significance of the national flag carrier, Nepal Airlines. He said that the Nepal Airlines aircraft should fly as much as possible and he will make all efforts to make strong the Corporation.

    As Nepal Airlines lacks the necessary aircraft, it has not been able to operate domestic as well as international services as per the need.

    Minister Pandey said that only a strong airline under the government can boost the tourism industry. He said that if Nepal Airlines intervenes in the market, the airfare will come down and more tourists visit Nepal, which is true.

    How to make the Airline strong, Pandey said that he is ready for policy intervention in the Corporation for reform. What is this policy intervention, we don’t know, but first of all, the prime minister and ministers should stop the practice of making the Corporation a party worker’s recruitment center. Besides, all the staffers’ unions have to be scrapped. The management should be allowed to work free-handedly but if they commit mistakes or are involved in corruption, the management should be punished.

    Moreover, operating an Airline without necessary aircraft is just a joke. The government should coordinate in bringing the necessary aircraft.

    The minister should take a lesson that how the Royal Nepal Airlines was operating in profit and how it was ruined after the 1990 political change.

    Mahabir Pun’s satire on the government 

    Mahabir Pun, who is running the National Invention Center, is trying to revive the Agricultural Equipment Producing Corporation, which has remained closed since the introduction of the multiparty democracy in the country.

    Pun had an agreement with the Finance Ministry for a financial deal but the Ministry later denied providing committed funds to Pun for reopening of the factory. Pun then decided to manage 160 million rupees by selling his biography book.

    The “loktantrik” Nepal has focused on socialism but in practice, “socialism” is just a political propaganda of our leaders. Running industries should have been the topmost priority of the government but when an individual is interested in running an already closed industry, the government has initiated the policy of discouraging him.

    In fact, the political leaders and senior bureaucrats, who are under the grip of the brokers and serving those Indian Marbaris, are discouraging native businessmen and industrialists. As a result, today, Nepal has turned into an import-based country, a nation that totally relies on imports.

    Dirty politics

    Nepali politics is really a dirty game. Those accused of corruption charges and abuse of authority are influential ministers in the present cabinet led by K.P. Sharma Oli. Meanwhile, the coalition partners have decided to terminate Deputy Speaker Ms Indira Ranamagar on the charge of writing a recommendation letter to the American Embassy for a visa to some Nepalis with the plan of trafficking Nepalis to the USA.

    The plan behind filing a no-confidence motion against Rana is that by position she is a member of the Constitution Council which assigns the chairs and members of the constitutional bodies. Since there is strong domination of the Maoist Center and the alliance partners are in the minority in the Council, the alliance partners cannot assign their sycophants. If a new deputy speaker is elected from the ruling alliance, there will be a majority of the alliance partners and without hurdles, the ruling alliance can assign their sycophants. Just for this reason, Rana is going to be victimized. Be that as it may, the Nepali politics under the present leadership cannot be corrected.

    There is a provision of compulsory retirement in the Nepal Police and the Armed Police Force along with the completion of 30 years in service. Through this provision, a police officer will retire at the age of just 51 or 52 years.

    Earlier, the service tenure in the police force was 32 years. After the introduction of the multiparty democracy in 1990, with the plan of destroying the Nepal Police organisation and rewarding those “yes men” of the political parties, the provision of 30 years was introduced. Many capable officers got retirement and party leaders’ “yes men’ got promotions.

    The nation invests a huge budget in providing training and different courses to the police personnel. After they get retirement, the nation can get nothing from them except paying pension to them lifelong.

    In some countries, considering the government’s investment in the servicemen, the retirement age has increased to 65 years. Even in Nepal, in legal services, the retirement age is higher than other services.

    Considering Nepal’s economic situation, the time has come to review the retirement age but the political leaders, less bothered about the nation’s future, are always playing dirty games.

    Global warming and air pollution

    Every day, we keep reading about the adverse impact of global warming and air pollution. Nepal is a suffering country, we can hear such remarks from the political leaders and environmental experts. Of course, developed countries are responsible for global warming and spoiling the air quality. These developed countries must pay compensation and make efforts to keep the global temperature at its limit. Besides, we citizens too have the responsibility to save our planet. If every family plants a minimum of four trees in their houses, we can contribute a lot to keeping greenery in the Kathmandu Valley. If the federal government or the local government introduce such a policy, greenery can be increased in the urban areas, which could contribute to developing greenery in urban areas. It needs no additional expenditure while doing so. Then, whyn’t the government develop such a policy?

    Defining violence

    When UML leader Yogesh Bhattarai, speaking at the Parliament session remarked that the 10-year-long “people’s war” was a bloody violence, the Maoist Center’s MPs protested.

    The bloody insurgency launched by the Maoists in the name of “people’s war” claimed above seventeen thousand innocent people, also wounding thousands of people. Today, it is not a secret that the Indian government sponsored the so-called people’s war to defame Mao and China and to destabilize Nepal. The India mission became successful as there are anomalies in all areas. Maoists’ supreme leaders were working in the foreigners’ interests deceiving innocent Nepali youths saying that it was a war for transformation of the nation towards an offensive achievement.

    What achievements that the nation made from the bloody insurgency, we don’t know, but the Maoists’ supreme commander, Pushpakamal Dahal got the opportunity to become the executive chief of the country again and again and he was able to manage his family members.

    Some Maoist commanders in interviews in different media outlets, are blaming the Maoist leaders for looting gold and private property. When the Maoist leaders themselves allege their commanders as looters, we must believe it.

    Be that as it may, the Maoists destroyed many important infrastructures dragging the nation 50 years behind. Moreover, the killing of those innocent Nepali people is bloody violence, whether the Maoists accept it or not!

    When a mass gathered to observe the Gaura festival saw Nepali Congress president Sher Bahadur Deuba and Prime Minister K.P. Sharma Oli on the stage at the Open Theater, started to chant slogans against them.

    The youths protested the two leaders asking them to quit the country.

    Meanwhile, Deuba expressed his reaction alleging the crowd an undisciplined and mannerless people.

    Prime Minister Oli expressed his disappointment with the situation, emphasizing that true Nepali values are about harmony and peace.

    He lamented that some members of the new generation seem to disregard civility, decency, and dignity.

    Whether the leaders get any lessons from the protest against them? Did they know the mood of the people against them?

    The then Queen Mothers Kanti Rajya Laxmi Devi Shah and Ishwari Rajya Laxmi Devi Shah, spouses of King Tribhuvan, spent their personal property and ornaments to establish the Tribhuvan University at a time when there was no university in the country. They might have dreamed that good students would be produced and they contribute to nation-building. They had never thought that the University would be captured by the Gundas (gangsters) protected by the political parties and those Gundas lock up the University most of the time.

    The University, instead of becoming a purely educational centre, has become the venue for producing political leaders having a gangster background.

    Unfortunately, the Education Minister had to ask the Prime Minister to manage security in the University as the TU officials were unable to go to the University following threats from the so-called student leaders.

    Those students who were pelting stones in yesteryears, Gagan Thapa, Ramkumari Jhakri and Yogesh Bhattarai, among others, are the youth leaders today. In the same way, those gundas of today may become the youth leaders tomorrow.

    Meanwhile, Prime Minister K.P. Sharma Oli wants to make the educational institutions as venues for politics. He has encouraged the teachers to do politics. He believes, there should be strong party-affiliated student organisations in the educational institutions.

    What the country can expect from such leaders?

    When reports are disappeared

    Several reports have been submitted by different probe committees regarding gold smuggling, cooperatives fraud, managing government undertakings, and electricity dues, among others.

    The government forms committees and the committees, spending the government fund and their efforts, are found giving appropriate suggestions to the government but such suggestions have never been implemented.

    Why there is a debate and division among the lawmakers on the issue of collecting the NEA dues from the industrialists? Why the reports on cooperative fraud have not been implemented? Why our government undertakings are ruined?

    If the government works honestly, all the problems can be resolved. The truth is otherwise. Those vested interested groups are closely associated with different political parties and they are protected by the political leaders, therefore, nothing is resolved.

    As we believe, any of the governments constituted these days, are strongly controlled by brokers. All the anomalies are related to those brokers and middlemen, therefore, the situation has gone from bad to worse.

    Some Indian media are continuously lauding that if the interim government in Bangladesh betray India, the electricity supply to Bangladesh will be cut off.

    How the Nepali politicians and economic experts took such reports, we don’t know, however, they are still talking about earning money by exporting electricity to India.

    India is strengthening its bargaining card by importing more and more electricity from Nepal but where does the Nepal Electricity Authority manage the electricity produced in Nepal if India suddenly announces stopping the import of electricity from Nepal? In that case, Nepal should surrender and should say to India that we are ready to accept everything that India will ask to do. Believe it or not, we are creating an electricity trap while exporting electricity to India. To save the country from such a trap, Nepal should develop a domestic market for the consumption of electricity produced by Nepal.

    Which are the mainstream media?         

    The broadsheet dailies have shrunk to 8 pages from the previous 16 pages. People have stopped watching television, the so-called media houses are unable to pay the salaries of their staffers and journalists. This is the media scenario in the country. When a journalist publishes a report or a television journalist develops a story, they place the links on social networks just to inform that their reports have appeared. The television interviewers place their interviews on YouTube. All the television channels have linked with the YouTube and telecasting reports live. Still, the so-called media houses are carrying the past hangover and claiming their media as mainstream.

    Time is changing and the mainstream era has already ended.

    Since we observed Janai Purnima (thread tiding ceremony) on Monday, the Gai Jatra festival has started nationwide. However, the main Gai Jatra festival was observed on Tuesday, August 20. It will continue until the Krishna Janmastami festival coming week. The Gai Jatra festival was started during the Malla dynasty in Nepal. During these days, there was a rule of law and the rulers were people-centric. As human beings, they could also have committed mistakes. And the Gai Jatra festival was observed to indicate such mistakes of the rulers. The artists or say comedians were free to criticize the act of rulers during the festival.
