According to Sanghu vernacular weekly, PM Dahal is visiting Delhi with the gift that Chinese President Xi Jinping is not visiting Nepal. Indeed, the Indians were of the view that the powerful Chinese President should not visit Nepal. One of the reasons for developing the plan to topple the KP Sharma Oli led government by the Indians was to create hurdles in the visit of the Chinese supreme leader. Even though, the Chinese side had stated that the change in the government will not make any difference in visits of the high-level leaders from China, it seems this will not happen. The Nepali people were eagerly waiting for the visit of the Chinese President either on his way to the BRICS Summit in Goa, India or upon his return from Goa. Unfortunately, as per the latest unofficial reports, the visit of the President is unlikely in the near future.
According to reports, the Nepali side failed to do the necessary homework in implementation of the agreements signed during the visit of the then prime minister KP Sharma Oli and the Nepali side has failed to express strong commitment on China’s “One Belt One Road” project, therefore, the visit has been postponed.
Besides, according to some sources, one of the reasons for the postponement of the visit was the security concern of China. As Nepal has become the venue for carrying our free-Tibet activities, China has disliked this development. The western INGOs are actively involved in supporting the free-Tibet activists. If observed the INGOs’ activities in post-quake period, they are active in the northern part of the country, especially in districts having international borders with China in the name of reconstruction works, support for health and education etc. The Chinese leaders visiting Kathmandu have openly expressed dissatisfaction on the INGOs’ activities aimed at destabilizing China. Meanwhile, sources say that there was a meeting of the Westerners in Mustang on the free-Tibet issue, which has also hurt China seriously. Likewise, when the Chinese officials had enquired about any possible demonstration against the Chinese leader, the government officials as well as the security chiefs had claimed that there were no such threats during the visit of the Chinese supremo. However, it is said that aiming at the visit of the Chinese supremo, the Dalaai Lama’s Tibet Women’s Organisation had planned to launch a long-march from India to Nepal coinciding with the visit. This is also one of the reasons for cancellation of the visit.
Furthermore, the Chinese side was not happy from the claim made by DPM and finance minister Krishna Bahadur Mahara that his visit has confirmed the visit of President Xi. In fact, the Chinese side was not happy from sending Mahara as the special envoy of PM Dahal to Beijing as the Chinese officials are well aware that Mahara is an India supporting leader. To recall, immediately after his return from Beijing, Mahara and Indian ambassador Ranjit Rae had held hours-long one-on-one meeting at Mahara’s office in the Finance Ministry.
What is Chinese expectation?:
Understandably, after the massive earthquake, the Tatopani-Khasha trade pass has been closed. China had invested a huge amount in construction of a dry port in Khasha, even though, the Chinese side is reluctant in opening of the border point. The reason is that the Chinese rescue team had recovered documents related with the free-Tibet activities in Tatopani. As the Chinese side felt that Tatopani area was developed as the center for carrying our free-Tibet activities, it decided to close the Tatopani-Khasha trade route. This trade route can only be opened if Nepal will guarantee that such activities will not take place in Nepali soil.
India and the western countries are openly backing the free-Tibet activities and Nepal has become the venue to carry out overt and covert activities of the free-Tibet activists, which has been disliked by China. Even the members of parliament especially from the tarai districts are visiting Dharamshala, the Dalai Lama’s camp in exile, at the invitation of the Dalai Lama’s government in exile. The Nepal government officials and leaders, when they meet with the visiting Chinese leaders, express oral commitment for not allowing Nepali soil to be used against China but in practice, by making financial gains, they close eyes on anti-Chinese activities taking place in Nepal. If the government leaders and officials will deny to implement their commitment into practice, we cannot win the hearts of the Chinese leaders.
For the last two decades, the INGOs are running parallel government and serving the western interests. The political leaders and government officials who also personally benefit with the dollars spent by the INGOs, are performing reluctance in curbing the free-Tibet activities totally.
Our open borders with India and free flow of the citizens has become a gift for the Tibetans to cross the borders. Once the Tibetans arrive from Tibet to Nepal, they dispose the travel documents and travel to Dharamshala and claim as being Nepali citizens. Similarly, they freely travel to any part of Nepal without any hurdle from Dharamshala. During the King’s rule, there was a silent policy for not allowing the Tibetans entering Nepal via any of the international borders from India.
Are we going to respond to the Chinese concern in reality, this question has remained unanswered!
