By Rabi Raj Thapa Like many large-scale organized criminal scams, a police officer has become easy prey for Nepal Police to arrest and ventilate people’s pressure to show that it is doing its job. But many retired police officers are perplexed and ashamed to see spine-less Nepal Police who have failed, time and again, to protect the security and interest of its in-service officers of professional integrity. In the case of a cooperative scam involving Ravi Lamichane and the way it arrested Durga Prasai in commando style, Nepal Police will earn more discredit than credit; especially in the eyes of former police officers and police personnel.        During the political turmoil of the 1950s, Colonel Chandra Bahadur Thapa led a law enforcement body with Iron Hands for the Rana Autocratic rulers whom a new Home Minister B.P. Koirala gave amnesty for his dutifulness, integrity and loyalty towards his profession and job. Later on this rudimentary way of policing by traditional methods and fragmented police units like Ram Dal, Traffic Police and many Militia units got screened amalgamated into a unitary Nepal Police Force by the then King Mahendra and Prime Minister Tanka Prashad Acharya. Since then, the Nepal Police is continued its service to Nepal and Nepali people sincerely and dedicatedly. When the police leadership is weak, it is normal for political masters to manoeuvre, use and abuse police mandate and power for their personal and political benefit.  Since the beginning of the political change of 1960, this has been customary for political masters to intimidate and tame police leaders so that they could use and abuse them to their advantage by whatever means. Since the first interim government led by Prime Minister K P Bhattari empowered the Parliament to set up any government enquiry committee, it fell unto the police and security personnel in the name of “Mullik Commission” in May 1990 and its mandate was to investigate abuses committed by the Panchayet police and administration. However, committee members were happy to grill security personnel who were sincerely obeying government orders and fulfilling the wishes of the political masters of the day. But, at the end, the report was side-lined; warmly embraced and welcomed by the same old Panchayeti Political masters who had ordered police to be more severe and brutal. As a result, the Commission of Jurists labelled Nepal’s commission inquiry as “Commission of Inquiry in Nepal: Denying Remedies, Entrenching Impunity (June 2012). During such a political roller-coaster, the Communist Party of Nepal (Maoists) started an armed revolt targeting the Nepal Police in which more than 13 thousand security personnel sacrificed their lives. By the end, the political parties who mobilized the security forces to kill the CPN (Maoists) embraced and welcomed them to form a government and provided them with a bonus of 83 parliamentary seats without people’s mandate (election and voting). After the coalition of two warring parties was formed, their first job was to form a probe commission called “The Raimajhi Commission”; and suspend and prosecute the heads of Nepal Police, Armed Police Force and the National Investigation Department (NID) for fulfilling their duty during ten years armed conflict.   Then, a scam of 284 million rupees procurement fund embezzlement called the “Sudan Kand - 2017” discredited the Nepal Police image. In the case, the Court convicted only police personnel where three former police chiefs got imprisoned and other indicted political masters and their chosen national and international commission agents who pocketed the money got scot-free unscratched and untouched.   Now, a new chapter of the police episode has begun with the arrest of a former DIG Chabi Lal Joshi in Ravi Lamchane case. This case shows that the high-stake political leaders have become untouchables for the police force of Nepal. At the same time, in-service police officials have become so subservient to their political masters that they have become accustomed to arresting their own ex-service members just to save their skin and close their eyes to bring the main culprits into the criminal orbit.
