The Commission for Investigation on Abuse of Authority (CIAA) has submitted its yearly report, stating that the reports against corruption have inclined in a surprising manner. The level of corruption at the local level has increased, according to the report. The CIAA is the authority to investigate corruption, but it is helpless in curbing corruption. Meanwhile, the CIAA is alleged to be unable to catch big fish; this is another part. There are several agencies to investigate corruption and other criminal activities. As big leaders are involved in corruption and financial crime, these agencies are helpless and dysfunctional in their given responsibilities. One after another senior leaders are found involved in misusing the cooperatives’ deposits. Several commissions were formed in the past to resolve the cooperatives problems, and they advised the government to bring a strong law to punish against those who are involved in the cooperatives fraud. If a strong law is introduced, 99 percent of the cooperatives problems will be resolved. Unfortunately, those who are involved in cooperative fraud are protected by the political parties, as many of the influential leaders are directly involved in the cooperative fraud. When the state comes to protect those frauds, naturally, the crime will increase and justice will be denied to the victims. If one honest person becomes that chief executive of the nation, he can control the situation immediately. Unfortunately, we lack a good and honest leader. When those bad leaders who are involved in different scandals and become the prime minister and ministers, cannot give up their habit so easily. As they are involved in different scandals, power is important for them, as anytime the scandal files can be opened if they lose power. Yesterday, we saw Rabi Lamichhane seeking key ministry, home affairs, just to suppress the blames against him. Pushpakamal Dahal has also been involved in serious corruption cases in the past. He always wants to remain closed to the power just to hide the blames against him. The NC and UML leaders too are not clean. Dahal is publicly saying that the government led by him was toppled when the previous government led by him tried to open files related to the fake Bhutanese refugee scandal. Understandably, none of the leaders are clean, thus far, sharing the power through a gentleman agreement for not opening the files related to the corruption cases. It is our foolishness to expect good governance from bad leadership.
