It has been confirmed that neither the road transportation nor the air transportation is safe in Nepal. The two buses with 65 passengers swept down in the Trishuli River following a landslide are still missing. Accidents of public transportation are taking place daily. According to reports most of the public vehicles are technically non-operational due to lack of proper maintenance.
The Nepali sky is not safe as every year aircraft accidents are taking place. The European Union Aviation Safety Agency has not lifted the ban on Nepali aircraft due to safety reasons for over a decade. No effective measures have been taken to lift the ban on Nepali aircraft by the Civil Aviation Authority of Nepal (CAAN). If the reason behind frequent accidents is due to the old aircraft, in many countries, even four decades old aircraft are in operation without reporting an accident. Timely maintenance and responsible operation by the airline companies and pilots taking responsibility instead of demonstrating adventurism and compromising with the adverse weather and condition of the aircraft would obviously avoid air accidents. CAAN plays a vital role in avoiding accidents. Unfortunately, talking about road safety, the traffic policy is not intended to reduce accidents but is aimed at establishing a new record of collecting fines from those violating the traffic rule. The force feels proud to publish the total amount collected from those violating the traffic rule. Accordingly, CAAN has become an ATM for senior bureaucrats in the ministry and political leaders on the whole, according to an aviation expert. The CAAN should collect money from airline operators to distribute it to the political leaders and others. If CAAN receives money from the airline companies, surely, certain privileges the airline operators will seek. In such a way, CAAN may compromise the safety and airworthiness of the aircraft as well. Otherwise, why do aircraft meet frequent accidents in Nepal only, why not in other countries, this is a burning question.
As the role of the traffic police and the road department as well as drivers is important in reducing road accidents, there is a major role of CAAN in avoiding aircraft accidents. If the government, instead of making these organs an ATM to get money, make a strong organization monitoring public transportation and also the aircraft operation, all types of accidents can be avoided. Unfortunately, we have adopted a system in which corruption and commission have become its lifeline and we can never imagine the end of corruption in any of the organs and the traffic police also the CAAN cannot remain aloof from the corruption mechanism of the political system.
