Prime Minister Sher Bahadur Deuba reshuffled the federal Cabinet on Monday by inducting three new ministers from the Janata Samajwadi Party-Nepal.
On the recommendation of Prime Minister Sher Bahadur Deuba, the President appointed and administered the oath of office and secrecy to the new ministers on Monday itself.
The President made the changes in the Cabinet as per Articles 76 (9) and 78 (1) of the Constitution.
The new ministers, Mrigendra Kumar Singh Yadav, Mohammad Estiyak Rai and Pradeep Yadav, are all from the Janata Samajwadi Party Nepal (JSP-N).
Mrigendra Yadav has been appointed the Minister for Agriculture and Livestock Development, Rai the Minister for Physical Infrastructure and Transport and Pradeep Yadav the Minister for Forests and Environment, according to a press release issued by the Office of the President.
The three replace Mahendra Rai Yadav, Renu Yadav and Ramsahay Prasad Yadav and their portfolios respectively.
JSP-N was trying to change its ministers after the CPN (Unified Socialist) made similar changes last week.
However, the induction of Mrigendra Kumar Yadav is a violation of Article 78 (4) of the constitution which bars the appointment of any person losing the election of the House of Representatives as minister until the same House exists. Yadav lost the election in 2017.
The portfolios of other ministers have not been changed. Prime Minister Deuba continues to handle the Ministry of Defense.
The Cabinet was last changed on June 26 when Minister for Culture, Tourism and Civil Aviation Jiban Ram Shrestha, Minister for Urban Development Metmani Chaudhary, Minister for Health and Population Bhawani Prasad Khapung, Minister for Labour, Employment and Social Security Sher Bahadur Kunwar and Minister of State for Health and Population Hira Chandra KC were inducted from the CPN (Unified Socialist).
The 24-member Cabinet now has 21 ministers and three state ministers.
