Dr Baburam Bhattarai was the chair of the constitution drafting committee in the second constituent assembly, which had written the present constitution. Within the seven years of promulgation of the constitution, those, who were involved in writing the constitution, which was said to be written by the people for the first time in the history of Nepal, have started to express dissatisfaction. Bhattarai is of the view of a directly elected executive chief. He is against the present unholy five-party alliance. He is always complaining and indicating the backdrops of the present constitution. Many political leaders believe, the election has become expensive and those business brokers and middlemen have dominated the politics.
Until yesterday, they were blaming the king for all the anomalies, but today, there is no presence of the monarchy. After all, who was responsible for destroying the nation, it has become clear to all of us.
In Nepal like a tiny country, thinking about a directly elected executive chief of the government is more dangerous. Today, the entire USA is divided into two factions. Such a situation may appear in Nepal if we start to elect our executive chief through a direct election. More than that, the directly elected executive chief may become a dictator and he could easily go under the foreigner’s grip. Have our leaders and political observers thought about such a threat?
In the Nepali circumstance, the most appropriate and sustainable system could be a mechanism with check and balance, which could be a constitutional monarchy with Parliament elected prime minister. We don’t have other options to save the nation.
Democracy under the Indian shadow!
Until the “autocratic” Panchayat day, the Nepal Oil Corporation was importing crude oil from the international market at a competitive price. NOC used to hand over the crude oil to the Indian Oil Corporation and the latter used to provide us with refined petroleum products. Along with the introduction of the multiparty democracy in 1990, the government signed an agreement with the Indian government for importing refined petroleum products from the IOC instead of procuring and providing the crude oil to the IOC. There is no provision to change the agreement.
Today, Russia is selling petroleum products at a discounted rate and India is enjoying the subsidized price. Contradicting is that Nepal is purchasing petroleum products at the price fixed by IOC. The IOC is fixing the price based on the international market but it is not giving the cheap fuel imported from Russia to Nepal. Nepal and Russia enjoy the best bilateral relations and Nepal could directly import fuel from Russia. Unfortunately, we cannot do so as our democratic Nepal has already fallen under the Indian shadow.
Never resolving problem
Again, we ask our readers for returning to the erstwhile dissolved Panchayat days. Had you ever heard about the fertilizer crisis during the rice or other seeds plantation season? Had you heard about the shortage of course books during the new educational season?
In this loktantrik era, every year, we are experiencing a shortage of fertilizer and course books. This has become a permanent problem.
