Kathmandu, 20 June: The Public Account Committee (PAC)of the Federal Parliament, in its preliminary report, has stated that Dr Khem Karki, adviser to Minister for Health and Population Bhanu Bhakta Dhakal, is the person behind the controversial medical equipment procurement contract. The PAC has pointed out that Dr Karki having no legal authority to negotiate the deal, advised minister Dhakal to go ahead with Omni Group. The minister also did not follow the due process of procurement and awarded the contract. Omni Group brought substandard equipment and medicine at rates higher than that of market. The PAC carried out a study of the documents relating to the entire episode of medical equipment procured after  a controversy arose on irregularities in the procurement of medical supplies.
