Kathmandu, 7 January : The Khagda Oli government is giving final touches to a bill that envisions the formation of a ‘secret service’ within the Nepali Army to operate in a manner similar to that of the United States’ Central Intelligence Agency and Pakistan’s Inter-services Intelligence.According to media reports, the new service will be allowed to carry out search operations of civilian property without a warrant and its expenditure will not be audited,  as per the provisions  of the bill.
