Why do People Fear of RAW?

Shastra Dutta PantaPeople of Nepal started knowing about RAW after the political change of 1990. The negative acts of RAW stated here are only the representative examples. RAW started handling micro management after Maoist in power. Even appointment, transfer and promotions of the important posts were done on the direction of the embassy. The question is why all obey the order? Why they afraid of? Conclusively this book is the outcome of those queries.
After reading this book, I hope, some leaders will realize and be venturous to take actions.
Ultimately, why do Nepali politicians, the so called intellectuals, the media persons, a few businesspersons and some high level officials get frightened with the name of the RAW? Why do people raising extreme voice of nationalism also yield to the pressures of the RAW? There might be copious reasons behind this.
However, we cannot keep a record of the activities of such people and gather evidences. What they don’t realize is that their failure to raise their voice against the RAW, which may erase the identity of Nepal. One should not try to shroud facts. The Nepalis have the right to seek information on these issues and understand them.
When a Prime Minister like Girija Prasad Koirala in an interview to the Kantipur Television dares to accept the fact that he had hijacked an aero-plane of the Royal Nepal Airlines in 1973 under the instruction and arrangement of the then chief of the RAW, Mr. Kao, who had been behind this incident; the Nepali Congress party launched an armed rebellion in Nepal under the supervision of the RAW, they are so much bound, always fear to disobey RAW even in the interest of Nepal. Nepal’s communists also carried out movements with the assistance of the RAW. The Maoist party solely took up weapons with the support of the RAW. They all are beholden to India7, they all are afraid of. How can these parties work for the interest of Nepal? This has raised a genuine question multi party democratic system, always worsening Nepal.
Parties, party leaders and even intellectuals are confined to their personal interests. Personal interests are met by ignoring national interests. The scholarships given to their sons and daughters, donations to their organizations, expenses to run their parties, expenses to meet elections are met by means of it. Advertisements to local media are arranged by the local agent of RAW. Finally India is the hiding and shelter place for the political activists and the politico-criminals. Then how can they dare to counter attack?
Book releasing events:
Mr. Madhav Kumar Nepal, Secretary
General of CPN-UML released a book ‘Nepal-India Border Problem’ authored by me. The function was held at the Hall of Nepal Tourism Board. In that function, Mr. Nepal shed light on the encroachment of the border areas of Nepal. Dr. Harka B. Gurung, one of the eminent social scientists of Nepal, drew attention of all Nepalis to safeguard the border of present Nepal. Meanwhile, a hoodlum entered the hall, creating noise and tried to disrupt the program. Probably the hooligan was a hired agent.
Shastra_BookAnother book entitled Machination of RAW in Nepal was scheduled to take place at a hall in Lazimpat on May 2, 2003. The program was organized with prior consent of the leaders of all the political parties, keeping in view that it will help create awareness among the people. The main invitees at the program were Mr. Sher Bahadur Deuba, Madhav Kumar Nepal, Rajeswor Devkota, Prakash Chandra Lohani, Miss Sailaja Acharya, Hridayash Tripathi and Moda Nath Prasrit. The event was arranged with their prior approval.
Personally, everybody seemed positive. However, participating in a formal function some of the leaders feared to attend the program.
Their fear might have resulted from somebody warning them. Mr. Sher Bahadur Deuba sent his representative, saying that he suffered from high fever. Mr. Prakash Chandra Lohani informed on the telephone his inability due to observing Shradha, a ritual day in memory of one’s dead parents. Similarly, Mr. Madhav Kumar Nepal sent a message saying that he would be busy in a political program.
Ms. Sailaja remained absent, saying that she was sick. However, Mr. Rajeswor Devkota released the book and a large number of scholars participated in the program. With full of zeal and excitement, the media engaged the writer for hours seeking detailed information on the topic. This writer really got elated at seeing the love of Nepalis towards their motherland.
However, the news of this launching did not get any space in the mainstream media because the incumbent Communication
Minister censured the news. One can easily understand the poor RAW phobia mentality of the minister who, even without browsing through the content of the text, prohibited the news. Despite such efforts the people showed interest in the book, which became a bestseller one. The author became contented as he got success to win the heart of the people. The minister’s disregard to the people’s interest renders one good example of his lack of democratic values.
Nepal has been suffering from the narrow mentality of the person in power.
On July 14, 2005 four books entitled — Machination of RAW in South Asia, Continuous Interference, Regression and My Nation My Pride written by this author were scheduled to launch at the
Royal Nepal Academy Hall. All books were to promote nationalism/ development in the broader interest of the people. It was scheduled to release the books by the then Chairman of the Raj Sabha, Mr. Parsu Narayan Chaudhary, the former Prime Minister Marich Man Singh Shrestha, Mr. Rajeswor Devkota and the then Minister for Communications and Information Tanka Prasad Dhakal. They were invited with their prior approvals to release the books. They informed about their inability to attend the program just 15-20 minutes before it took place. None of them except Mr. Devkota attended the program and scholars highlighted on the books and lauded the author’s efforts and adventure. This motivated this author to moot on such fears psychosis. It is to note that betrayers are more damaging to the nation than the autocratic/feudalists. Unfortunately the betrayers hold the powers for decades, putting Nepal backward.
One of the government undertaking books selling organization dumped the books seeking permission from the concerned government authority to sell the book. This was known when the copies were sold out and had to be reprinted. They had done so without reading the book.
A few political activists approached and complained with me for the fact that Mr. Rajeswor Devkota could not be the Prime Minister of the country as he had released the book on RAW.
However, none of these political activists, except Mr. Devkota, had read the book. Mr. Devkota clarified that the book did not contain any controversial issues. Nepal’s political leaders, even the youngsters, do not have a reading habit and they do not study issues which might concern them. Instead, they only run after rumours.
They just study issues on the surface and then make remarks off the cuff. J. P. Cross has rightly assessed that Nepalis do not believe what they have seen but believe on what they hear. This issue proves that the residues, left outs from the jobs or lazy and incapable take part in politics where no qualification is required.
Public sentiments: After the release of the book RAW ko Chalkhel what I realized that the Nepali people are bold enough and genuine nationalists. The commoners are supporting me continuously and positively. Because of this reasons I continued such publications. This is the tenth volume of this series. Even many foreign scholars have been impressed. The overall public reactions are that these publications have given them knowledge and developed awareness. They have now chaso and chinta concerns and seriousness. However, the leaders of SPA-M parties are found of antinational & slave mentality, of which is being analyzed in this book.
These incidents reminded me the talks with late His Majesty King Birendra in Ratna Mandir in Pokhara. It was a forgotten thing, as I had taken as an ordinary matter. At the end of the over run time schedule, His Majesty said me; “Dr.Pant, whatever you are doing, doing right. The deeds you are performing cannot be done while holding a post”. I had not demanded anything from the king. Why the king said so? I was just thinking, probably every one meeting the king would have the habit of demanding something. Now I realize that the ghost of RAW had reached inside the palace. As I understood that any person holding a post cannot oppose even for the wrong deeds that is harmful for Nepal.
I was reported that a renowned political leader was reading the book RAW ko Chalkhel, all of a sudden a visiting man saw him reading. He hide the book as any family member hides a Kok Shastra from his family members.
One fine morning a popular journalist came to my house. He admired for longtime regarding the positive aspects of the book.
He took my interviews. After few days he phoned me and said that the interview was published in another so-so weekly.
I asked him, “Why not in your weekly and another’s one?”
He replied, “Why should I lie for you, if only your name is published, I do not get annual anudan amount of money.”
“How much you get?”, I asked.
“Eighty thousand on each republican day and Independent day,” he replied.
Now any one can imagine the whole story of the nation how it is running. I realize, unless Nepal’s economic is boosted and made quite higher than the Indian ones, such stage of Nepal will remain.
Their ways of investing in Nepal is just for keeping Nepal ever a poor country. Nepal having small in size and with sufficient resources can win India in short span of time if it does independently and timely.

State of Emergency and Pakistan’s Assistance: The government of Nepal had declared a state of emergency to control the deteriorating political situation in the country but India opposed this move to support the agitating Seven Party Alliance and the
Maoists (SPA-M). India also cut off all sorts of assistance, including military support, to Nepal. The United States of America also stopped its regular military assistance. The EU member states also decided to follow the US, Australia and Japan. They cut off their assistance to Nepal. China remained mute. Nepal was prevented from importing weapons for which Nepal had already paid cash and India closed the air route over the Indian territory with a view to hindering transport of weapons. It was in support of Maoist terrorism.
Pakistan, however suffering of terrorism, decided to assist Nepal considering a friend in need is a friend in deed. Pakistan sent a team headed by the then finance minister with some relief packages. The team put a proposal of providing weapons and
generous funding for Nepal. The team offered a grant of $ 50 million as immediate relief. Unfortunately, the then authorities of Nepal did not dare to accept the assistance. It was because of the fear of the RAW. They invented a story that Nepal did not require any weapons and requested the team to grant the fund to the Kathmandu Metropolitan City.
